The Network was created in order to unite the efforts of the international community in educational and research activities in the field of anti-corruption.

Varuzhan Hoktanyan

Varuzhan Hoktanyan has more than 20 years of experience in anti-corruption. Currently he works as Project Director of TIAC, and is responsible for managing the organization’s public procurement and election related projects, etc. Varuzhan  Hoktanyan is the key expert of public procurement and anti-corruption policy in TIAC.

Davletbek Tugolbaev

Davletbek Tugolbaev

Trainer / expert in the field of information security, countering / preventing violent extremism and radicalization leading to terrorism, organizing operational-search activities, international security, diplomatic relations, critical thinking and analytical writing.

Armen Khudaverdyan

Armen Khudaverdyan

Armen Khudaverdyan is specializing in public administration, including developing and implementing territorial administration, local government and public service reforms and anticorruption policy; drafting and introducing integrity systems; writing professional, operational and analytical reports; academic work and teaching, as well as excellent skills in project management and evaluation. Prior to joining TIAC, Armen was the Deputy Chairman of the Commission on Ethics of High-Ranking Officials of Armenia. He held senior positions in RA Government staff; RA Ministries of Territorial Administration and Economy; headed the Secretariat of the Reform Commission of the State Government System; coordinated the work of reform working groups; acted as an expert in a number of reputable international organizations’ public administration reform projects.
