This conversation draws on an ethnography of media policymaking across four countries of South Asia, to illuminate the use of Kathy Charmaz’s ‘Constructing Grounded Theory’ (2006), towards theory-building for media policy studies.

Conducted over three years, the ethnography was useful in understanding the politics of policymaking for community radio in four countries of South Asia.

Drawing on the utility and shortcomings of popular policy analysis frameworks, the author attempts to showcase the building of an inclusive heuristic using data emerging from the media policy ethnography.
