The Central Asian Research Institute on Corruption and Money Laundering

HISTORY

Central Asian Research Institute on corruption and money laundering was founded in 2018 with goals to promote anti-corruption education, strengthen anti-corruption expertise, form a negative attitude towards corruption in society and instil the skills necessary for the development and implementation of anti-corruption measures.

GOALS

Central Asian Research Institute on corruption and money laundering primary works in the sphere of anti-corruption education, research, advocacy, monitoring and evaluation of the governmental anti-corruption measures.

Currently, in cooperation with the Academy of Public Administration under the President of the Kyrgyz Republic and with the support of the Soros Foundation – Kyrgyzstan implementing an academic anti- corruption certified program. The goal of the Program is to increase the potential of trainees on anti-corruption issues and strengthen anti-corruption expertise in Kyrgyzstan, form a negative attitude towards corruption in society and instil the skills necessary to develop and implement anti-corruption measures. To participate in the Program, on the basis of an open competition, 30 students were selected who will be able to complete training for free during one academic year and receive a certificate from the Academy of Public Administration under the President of the Kyrgyz Republic.

The head of the Institute, Erkaiym Mambetalieva, is a member of the Anti-Corruption Council under the Government of the Kyrgyz Republic and the Coordination Council of law enforcement, fiscal and other state bodies, local authorities of the Kyrgyz Republic on countering corruption issues under the Prosecutor-General’s Office.

About the Academy of Public Administration under the President of the Kyrgyz Republic:

The Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR) is the only specialized educational institution in Kyrgyzstan in the field of training management personnel for state and local self-government bodies of the Kyrgyz Republic.

APAPKR is a high scientific and educational potential and highly qualified teaching staff, leading local and foreign lecturers and experts, ample opportunities for internships and continuation of their studies abroad.

Among the graduates of the Academy there are many famous people throughout the country: top-level managers, deputies, heads of enterprises, organizations and institutions, those who care about the present and tomorrow of our country, the effective functioning and development of the economy, social and spiritual sphere, represent the interests of Kyrgyzstan in the international arena.

Training highly qualified specialists for state bodies, organizations and local self-government bodies, as well as providing scientific and analytical support for the President of the Kyrgyz Republic, public authorities and local self-government bodies’ activities.

“Anti-corruption summer school for teachers”

With the support of the Embassy of the Kingdom of the Netherlands this project made it possible to introduce the course “Anti Corruption Policy” in the universities of the country and to disseminate among students the knowledge and skills of combating corruption in various spheres of public life.

Prevention of corruption through education”

The project was implemented with the support of the Open Society Institute. The goal of the project was to form a critical mass of youth / students who are intolerant of corruption and to actively engage them in combating corruption in the country. The key idea of the project was to inculcate intolerance to corruption among young people, to give knowledge and skills to counteract corruption manifestations both at the university and in various spheres of social life, as well as their active involvement in the process of combating corruption.

Preventing corruption through education and consciousness-raising

The project was implemented with the support of the McCain Institute.

The aim of the project was to introduce a course of anti-corruption policy in Regional Universities of the Kyrgyz Republic and its further institutionalization, which will contribute to the formation of anti-corruption consciousness of youth and their intolerance to corruption.

 At the regional universities, there was absolutely no ongoing work on the implementation of courses on countering corruption at the university, we considered it important to use this grant for implementation of this course at regional universities, as well as for advanced training of regional universities teachers on countering corruption issues.

Another important reason was the vulnerability of students of regional universities from corruption manifestations in universities and the lack of awareness about the tools and mechanisms for countering this evil.

The project was implemented in cooperation with the Ministry of Education and Science of the Kyrgyz Republic.

The training was conducted for teachers of 5 universities located in Osh and 3 universities in Jalal-Abad. All these universities are located in southern Kyrgyzstan, in the most densely populated region. In total, 50 teachers and professors of these universities were trained. 

The training was conducted for teachers of Naryn State University too (this is the northern region of the republic). 30 teachers from the university were trained.

A Memorandum of Cooperation with the rectors (head of the university) of universities was signed, within the framework of which the parties agreed on the introduction of these courses at universities, as well as advisory support from our organization of teachers of these universities.

The project implementation is continued.
